Critical Beyond 07-2011 from Land Righ to Customary Law Based Watershed Forest Co-Governance
- Cultural Identity, Biodiversity, Environment and Climate as well as CO2 Emission are without borders. However, national politics & economic engage together to create many challenges and problems for environmental protection and Indigenous Minority Populations in the Mekong region including Vietnam. The pilot Customary Law Based Programmatic Approach towards “Community Ownership of Forest, Land & REDD+” is aimed at re-structuring and de-centralizing the centralized top down approach towards forest and land allocation to consolidate stronger local traditional governance in natural resource management under Article 29 of the Forest Protection and Development Law/2004 QH-11; Decree 200/2004/ND-CP articles No.3 & 4; Joint Circular 07/2011/TTLT-BNNPTNT-BTNMT articles No 1,2,7 & 8 and Directive 1019/TTg-ĐMDN point 1.
